Kids First BOE Slate Kickoff Party Sunday March 13th from 2-4pm

Coming this Sunday, March 13th from 2-4pm is the Kids First Kickoff Party at the Turtle Club. Come meet the slate that includes incumbent and "entrenched public school mom" Jean Marie Mitchell, Steve Feinstein who has a solid reputation and service record on school issues and a child attending Hoboken High School,  and Clifford Godfrey an active community volunteer who wants his one year old child to attend the public schools.

It was just announced yesterday that Kid's First has cut the municipal levy as much as they can under state law so now is the time to see this team continue the legacy by working on the curriculum now that the schools have been brought to the point of more operational efficiency.

My Comment: If all 9 candidates stay in the race that were announced yesterday, this bodes well for this slate since the other candidates will likely take more votes away from each other. Maureen Sullivan curiously declined to produce her own sponsored ticket this time around. I guess it is hard to run on a platform of cutting the budget when the municipal levy has been cut to the max under state law.

Question: Will Beth Mason through her proxy Ricky support the candidacy of Carmelo Garcia and his slate should he be able to build one?  Stay tuned for possible last minute donations like last time.

Mayor Announces Community Meeting for Hoboken's First Traffic Calming Toolkit

MAYOR ZIMMER ANNOUNCES PEDESTRIAN SAFETY COMMUNITY MEETING TO PRESENT HOBOKEN'S FIRST TRAFFIC CALMING TOOLKIT

30% Drop in Pedestrian Crashes and 60% Drop in Bike Crashes in 2010

The Zimmer Administration continues its focus on pedestrian safety with the introduction of the City’s first "Traffic Calming Toolkit." The new toolkit is designed to clarify and formalize the process by which pedestrian safety concerns will continue to be systematically addressed. Residents are invited to a community meeting to discuss pedestrian safety and other transportation issues on March 15, 2011 from 7:00pm to 9:00pm at the Rue School gymnasium, 301 Garden Street.

“With pedestrian crashes dropping by 30% this past year and bicycling crashes dropping by 63%, we have made some progress, but we need to continue building on our measures to address pedestrian and bike safety," said Mayor Zimmer, "With these goals in mind, I asked Director Sacs to prepare a 'Traffic Calming Toolkit'.”

The Traffic Calming Toolkit is the culmination of methods and measures implemented by the Zimmer Administration to make pedestrian safety a top priority. It will address appropriate solutions to obtain slower driving speeds, safer crossings, and improving other aspects of pedestrian life that make walking in Hoboken so enjoyable. The Toolkit includes recommendations for Education, Enforcement, and Engineering (The so-called “Three E’s”), that are proven for their effectiveness in municipal traffic calming programs throughout the country.

As part of the City’s continued efforts to address resident concerns, a program for regular installation of state-approved speed humps is now in place in conjunction with annual resurfacing projects. This program is designed to maximize cost efficiencies for these more costly measures.

Since the Department of Transportation and Parking was established in 2009, a thorough re-evaluation of Hoboken’s traffic calming methods and efforts has helped to improve Hoboken’s pedestrian safety.

Pedestrian Safety and Traffic Calming Initiatives and Update:
  • Hudson Place Redesign (created safer pedestrian area by more than doubling width of sidewalk and reducing crossing distances with bumpouts)
  • 30% and 63% reduction in pedestrian and bike collisions with motor vehicles from 2009
  • “Twenty is Plenty” educational outreach campaign to slow down vehicular traffic
  • Bike and Pedestrian Master Plan (strong emphasis on pedestrian and bike safety)
  • Daylighting Program to improve visibility/reaction time at crosswalks (38 strategic locations around the city)
  • Pedestrian safety/redesign community outreach meetings (14th St Viaduct, Observer Highway, Newark Street, Hudson Place, Bike/Pedestrian Master Plan, and on Transportation concerns)
  • Reduced pedestrian-motor vehicle conflicts around PATH/Hoboken Terminal (moved taxi stand, created shuttle loading zone, longer designated crosswalk times at River/Hudson)
  • Increased parking enforcement at crosswalks
  • “Don’t Block the Box” painting and signage at Monroe/Observer Hwy/Paterson Ave intersection (improves visibility, keeps crosswalks clear, and assists with enforcement)
  • 15th Street repainting (low-cost strategy to reduce speeding by 8% eastbound and 5% westbound)
  • Use of radar-based “Your Speed Is” educational signage
  • Replacement of pedestrian ramps at intersection corners with better landings
  • Installation of “Stop for Pedestrian” signs at crosswalks throughout the city
  • Bike Rules (improves pedestrian safety on sidewalks)
  • Bike lanes and “sharrows” throughout the city are proven to reduce speeding and pedestrian injuries/fatalities by up to 40%
"I’m very proud that our streets are getting safer,” said Transportation and Parking Director Ian Sacs. “Still, it’s difficult to feel that our streets are safe when you’re intimidated in a crosswalk or a car zips by at high speed. Our ‘Traffic Calming Toolkit’ will give us a consistent way to react responsibly and helps every resident understand the process we go through to address their concerns.”

Mayor Zimmer: Wants to Move the St. Patrick's Parade to Wednesday

Apparently enough outrage on the parade
aftermath has prompted the Mayor to move
the parade to Wednesday for next year.
Dawn Zimmer held a meeting today at 2:30 PM at Hoboken City Hall to go over the Hoboken St. Patrick's Day Parade. Hoboken Patch tweeted that the Mayor wants to move the parade to Wednesday for next year. I was able to confirm with Juan Melli, City spokesperson that the Mayor does indeed want to move it to Wednesday for next year and that it is the Mayor's decision. The parade committee can decide whether or not they want to cancel next year or not.

My Comment: Personally, I thought the police handled the parade as well as could be expected. I have always supported the parade and still do. Urinating and public nuisances are a common occurrence on Friday and Saturday nights in town. It doesn't make it excusable but perhaps the sheer scale of the debauchery is too much for many people.   If there were 30 arrests and 30,000 attended the percentage of very bad apples is 1/10 of one percent. If 300 summonses were issued than the percent of bad apples is 1%. Regardless of whatever the final total is it is a shame that a few bad apples can ruin it for everyone else. I would have hoped that any decision would have been vetted over more time but I do understand the basis for it. I just wish more people could behave more responsibly. ◦

Dr. Mark Toback on his First Day at Hoboken Schools

A Letter From New Superintendent Toback:
Posted March 8th, 2011

Dear Parents and Guardians:

Today, I was reminded what the first day of school feels like for students. March 8, 2011 was my "first day of school" in Hoboken. It is a day that started with uncertainty and the realization that there is much to learn and do. Like the first day of school, it did not take long for me to realize that I am in a good place and I am very excited about what the future holds. I am pleased to join all of you here in the beautiful city of Hoboken and honored to serve the community as Superintendent of Schools. I appreciate the warm welcome I have received from so many residents and district personnel. The young people of Hoboken have unlimited potential. Therefore, it is imperative that we work to establish challenging expectations for performance and to then support all students in achieving the highest standards. I look forward to working in partnership for the benefit of the young people of this fine community.

Sincerely,
Mark Toback

Hoboken City Council Candidates’ Forums Set for April 12-13

Hoboken City Council Candidates’ Forums Set for April 12-13

Public is Invited to Join in Moderated Q&A with City Council Candidates in Wards 1, 3 and 4 on April 12; Wards 2, 5 and 6 on April 13

Hoboken, NJ – March 4, 2011 – Hoboken voters will have the opportunity to pose questions and hear directly from the candidates vying for the six City Council ward seats in the May 10 election. Two moderated forums will be conducted by the Hoboken Quality of Life Coalition and People for Open Government, and hosted by The Parish of Our Lady of Grace and St. Joseph.

The first forum will feature candidates for the three southern ward (1st, 3rd and 4th) seats on Tuesday, April 12, from 7:30 p.m. to 9:30 p.m. in the auditorium of the school at Our Lady of Grace, at the corner of Willow Avenue and Fifth St. The second will feature candidates for the three northern ward (2nd, 5th and 6th) seats, on Wednesday, April 13, from 7:30 – 9:30 p.m. in the same location. When petitions have been certified, all candidates will be invited to participate.

At each event, written questions will be solicited from the audience and screened by members of QLC and POG for clarity, general interest and absence of partisanship. Both events will be moderated by longtime Hoboken resident Bob Bowdon, a veteran TV reporter, anchorman and documentary filmmaker. Bowdon’s on-camera reporting encompasses six years with Bloomberg News and he is an op-ed contributor to the Huffington Post website.

QLC and POG are nonprofit, nonpartisan citizen organizations that have been active in Hoboken during the last decade and have organized previous candidates’ forums. Our Lady of Grace Church is joining in the sponsorship of these forums in order to make information available about the candidates in this important May election and as a means to urge citizens throughout the city to exercise their right to vote.

QLC (http://www.qlchoboken.org/) actively supported POG’s initiatives and has a long history of working with other groups concerned about clean air and water, flooding, the density of development, the need for open space, the lack of parking and anything that threatens a good and healthy living environment in this densely populated city. QLC is committed to preserving Hoboken’s unique streetscape and the old and historic buildings that make Hoboken a special place. In March 2008, QLC established the Committee for a Green Hoboken, which actively advocates for green initiatives in local government and hosts education series for residents and businesses in greener building and lifestyle choices.

POG (http://www.hobokenpog.org/) is a nonpartisan, political committee dedicated to promotion of open, accountable and transparent municipal government; active participation of Hoboken residents in municipal affairs; and curbing the undue influence of campaign contributions on public policy. POG successfully advocated for passage of anti-pay-to-play legislation as well as ordinances requiring electronic access to local government documents. It produced a package of ordinances that ultimately were adopted as city law that required competitively negotiated professional contracts and developer contribution disclosures. ◦
