Clarification on Absentee Ballots

One reader that I know asked me to post this to clarfiy absentee ballots and whether or not they are valid:

"I called the County Board of Elections about eligibility of voters who have moved out of the voting district & out of the county before the election, and it turns out, as long as they were legal residents when they registered (at least 21 days before the election), their absentee ballots count and they are eligible to vote, as long as they haven't already registered somewhere else by the date of the election.

So, it might be good to post that to quiet all those people complaining about the Stevens students -- if they were eligible 21 days ago, their votes should count."
