Here are some photos from 5th and Court Street. It appears that there is a slow water leak underneath the street and so water comes up and freezes but leaves a little ice fishing hole where the water isn't freezing. This happened last year as well so it would appear that the leak isn't fixed. Break out the fishing poles! :)
