ZIMMER ADMINISTRATION COMPLETES POLICE DEMOTION PLAN
The Zimmer Administration is following through on the planned demotions of superior officers. The demotions are a component of the Administration’s comprehensive efforts, including a new redeployment plan which places 38 percent more police on the streets and a shared services agreement with the Housing Authority, to create a more efficient and cost-effective police force.
On September 29th it was announced that a total of 19 demotions were scheduled to occur on December 2nd with adjustments to reflect any additional retirements that might take place during that time. Due to cost savings achieved through retirements, the total number of demotions has been reduced to 11. The officers being demoted are determined exclusively by seniority and civil service rules. As a result of cost savings achieved through retirements, no police officers will lose their jobs.
“Particularly during these economic times, I’m very sensitive to how difficult layoffs and demotions can be for families, and I have worked incredibly hard to minimize that pain,” said Mayor Dawn Zimmer. “At the same time, residents are struggling with unacceptably high taxes that threaten to make our town unaffordable to them. That’s why I’m incredibly thankful to all the officers who made the very personal decisions to retire which eliminated the need for layoffs and reduced the need for demotions.”
The demotions reflect the Division of Local Government Services audit which recommended that the superior officer structure be modified from 1 Chief, 4 Captains, 18 Lieutenants and 30 Sergeants to 1 Chief, 3 Captains, 12 Lieutenants and 26 Sergeants.
In September, Mayor Zimmer announced a Police redeployment plan that dramatically increased the number of police personnel assigned to patrol Hoboken’s streets by 38 percent from 72 to 99 officers. The plan also created a power shift from 8pm to 4am to increase street patrols from approximately 9 officers to more than 20 officers during peak activity hours. In addition, five police positions were saved through an interlocal agreement between the City of Hoboken and the Hoboken Housing Authority which established a Housing Authority Bureau to increase safety in the Housing Authority area.

30+ years is not enough for this political GAVONE, along with the others who also have 30+ and should retire to save younger officers demotions and infuse the ranks with other officers. Simply put, Dawn Zimmer is duping the taxpayers by saying she is demoting Romano and appears to be getting her orders from Stick's HCDO nitwits. Others get demoted, but political hacks get to stay?

I wasn't duped. I asked Stick a simple question and he stated he put in his retirement papers. One can deduce from this release that the person is Stick that did so. The timeframe is in the release. Kudos to the Administration for adjusting downward the number of demotions based on the additional retirement.

I am not defending Stick's salary as a police captain. That is too high, you wouldn't get that in NYC. For that I blame the previous leadership and not the persons who got higher salaries. If favoritism was a factor in prior promotions I would agree with you that is not correct and should not have happened.
The question is, is favoritism still the way of the HPD? I am hearing unconfirmed reports it still is. Just because I don't blog about it doesn't mean I don't know about it.
Oh and speaking of favoritism I hear of another officer that did not pass his psych profile yet became a cop anyway. You wouldn't know who that is now would you? Go chief, you are like the wiki leaks of the HPD. Plan on suing the City again?

The Mayor whether you like it or not is in charge of the police force. If that was not the case Hoboken would be a police state like it practically was under Labruno. You are right on Roberts not standing up to him.

If this is the case it certainly is a bit underhanded being other guys were demoted and Stick got to stay because of his position and standing with the County. Just my take, I like Stick but some good points about him were raised here and on other forums that are a bit disturbing.

Sometimes I find your posts enlightening, other times I wonder if you're drunk when you post.
FTR I don't like Stick's multi-taxpayer paid jobs, I'm glad he's retiring (if he is indeed doing so) and I wish he were being demoted to save money for the next 5 months & on his retirement, but understand why he's not. Living off my taxes (city & county) should be limited to one job per person.
